The security minister and chairperson of NRM Rukungiri district, Hon. Maj. Gen. Jim Katugugu Muhwezi, has said that NRM party members who fail to encourage their villagers and community members to take part in development projects are responsible for undermining government initiatives.
According to Minister Muhwezi, it is the responsibility of a party member to comprehend these programs, take part in them, and encourage other community members to do the same.
He was addressing the lower leadership of the NRM party in the Nyakishenyi and Nyarushanje sub counties in the Rubabo County of the Rukungiri district yesterday, Friday, October 27, 2023, at their respective sub county headquarters’ mobilization meetings.
Hon. Midius Natukunda Kaharata, the woman member of parliament for the Rukungiri district, called the meeting a mobilization.
Jim Muhwezi asserts that the party and its members have an obligation to promote development as they are the ones elected by the people to lead this nation for the next five years.
Minister Muhwezi informed the gathering that the NRM government had implemented several development initiatives, such as the Youth Livelihood, Women Empowerment Program, Emyooga Fund, Support for Elderly, and the latest Parish Development Model.
He encouraged the participants to adopt these programs and raise household incomes.
During the same meeting, Hon. Midius Natukunda Kaharata, the Woman Member of Parliament for Rukungiri, exhorted all NRM members to propagate the message of development in their different areas of jurisdiction.
Hon. Natukunda urged party members to adopt the tactics of strategic mobilization, which center on resolving local problems through the utilization of government initiatives aimed at reducing poverty, such as the Parish Development Model (PDM).
In the general elections of 2021, Natukunda thanked the voters of the Rubabo constituency and the entire Rukungiri district for their support of her and President Yoweri Kaguta Museveni. She urged them to continue in this manner since more people will benefit from the provision of services.
In order to foster more community developments, she advised party leaders and members to prioritize cooperation while avoiding party divides.
 She added that in an effort to reduce poverty, the government has implemented initiatives including the Youth Livelihood Fund, Emyooga, and Parish Development Model.
According to Mr. Geofrey Kyomukama, the Rukungiri district chairperson for LC5, he and his council have accomplished more in their time in office. Among other things, they have lobbied universities, district general hospital, and team work requesting more support and cooperation for more services that will benefit communities.
The residents of Nyarushanje and Nyakishenyi sub County were urged to recognize the progress made thus far by the NRM government led by President Yoweri Kaguta Museveni.
The district councilor for Nyarushanje Sub County, Hon. Mathius Rwabugumi, is also the secretary for Health Rukungiri district and a candidate for Member of Parliament for Rubabo County in 2026. He also requested more in the way of infrastructure development and health for the benefit of people.
RDC Rukungiri Mr. Nsubuga Bewayo Stephen, DISO Rukungiri Mr. Wachaya Christopher, and DPC Rukungiri SSP. Musa Tibakirana were among those present at the meeting.
