Small Business Owners in Rukungiri Protest Over Taxation

Food handlers in Rukungiri are voicing their dissatisfaction with imposed taxes by the Rukungiri Municipal Council, which they claim are burdensome and poorly timed.

The council has ramped up supervision of small food businesses, including chapati vendors and chip sellers, conducting inspections predominantly during evening hours, a move that has sparked outrage among local operators.

Residents have expressed their frustration, noting that the evening inspections coincide with the closing hours of government offices, making it difficult for them to address issues or seek clarification. Many food business owners, who preferred to remain anonymous due to fear of repercussions, described the tax enforcement as a form of torture.

They reported unexpected charges of UGX 23,000, which they are required to pay twice a year, alongside an additional UGX 10,000 for mandatory medical examinations related to food handling.

Some business operators argue that they already pay for shop licenses and find it unreasonable to incur additional costs for selling food from their homes, which often serves as a crucial source of income for their families.

One vendor lamented, that It’s absurd to pay for a shop license and then face extra charges for operating a small food business at home stressing that its their livelihood.

In light of these challenges, food handlers have called on the Rukungiri Municipal Council and the government to consolidate these charges into a single fee structure.

They advocate for a more manageable system that combines costs related to waste disposal, food business licensing, and shop licenses, arguing that the government should support small businesses rather than impose crippling fees.

In response to these concerns, Tumwesigye Isiah, the Rukungiri Municipal Town Clerk, defended the council’s actions, stating that the municipality is fulfilling its obligations under the Public Health Act.

He explained that health examinations for food handlers are essential for ensuring food safety and quality. Isiah emphasized that forms are provided for food handlers to complete and visit health facilities for examination, reaffirming the council’s commitment to public health.

As tensions continue, small business owners in Rukungiri remain hopeful for a more supportive and understanding approach from local authorities.
