RUKUNGIRI- The Security Minister who is also the Rujumbura County Member of Parliament Hon. Maj. Gen. Jim Muhwezi has directed DISO’s and GISO’s to arrest head teachers of Universal Primary Education schools who send learners home for fees.
Muhwezi made the directive on Wednesday during community-based monitoring and accountability forum popularly known as Baraza at Mitooma, Nyakagyeme and Rwerere churches of Uganda respectively in Nyakagyeme Sub County Rukungiri.
Residents from Rwerere Town Council, Kahoko and Kinyamahwa parishes attended the Baraza where Hon. Jim Muhwezi, technocrats from departments of water, works, and officials from ministry of energy among others discussed the state of affairs in Rujumbura constituency.
At Rwerere Church of Uganda, Minister Muhwezi was informed by residents that numerous children in the area have dropped out of school due to high fees charged by government schools, which many parents cannot afford.
Muhwezi expressed his frustration and condemnation towards head teachers who send learner home for fees. He said that the government instituted Universal Primary Education (UPE) and Universal Secondary Education (USE) to ensure all children can go to school.

Minister Jim Muhwezi ordered the security agencies including office DISOs and GISOs to arrest any head teachers who send learner home for failing to pay fees.
According to him, head teachers shouldn’t include learners in the agreements they make with parents since the government covers the costs of education.
