Rukungiri District Officials Forge Path for PDM Implementation

In a significant meeting held at the District Council Hall, Rukungiri District officials met to strategize the establishment of Practical Training Centers and Parish plans under the Ministry of Finance’s Parish Development Model (PDM).

The gathering saw the participation of parish chiefs, Community Development Officers (CDOs), PDM extension staff, and various local government leaders.

Dr. Ngabo Habert Bubasha, an official from the Ministry of Finance responsible for the PDM in the Kigezi Region, opened the discussion by highlighting the critical role of Practical Training Centers.

He explained that these centers are designed to equip local communities with essential skills such as grazing and farming and any other business, aligned with their project proposals. 

Ngabo stated that these centers will not only serve those engaged in PDM but also anyone wishing to gain knowledge to implement their projects effectively,” he stated, emphasizing the inclusive nature of the initiative.

Agaba Hillary, the acting Chief Administrative Officer (CAO) of Rukungiri District, expressed gratitude to the parish chiefs, SACCO chairpersons, and CDOs for their active engagement in this vital program.

He called for unity among the various stakeholders, stressing that collaboration would mitigate challenges and enhance the overall success of the PDM. Remarkably Agaba said that when they work together as a team, they can overcome obstacles and ensure that government funds are properly accounted for, underscoring the importance of financial integrity.

Grace Tayembwa, the Rukungiri District Commercial Officer, further praised the core implementation team for their accomplishments. He celebrated the successful disbursement of 7.5 billion Shillings to all 75 parishes, stating that not a single coin was left unallocated.

This achievement marks a significant milestone for the district, showcasing its commitment to effective financial management and community development.

RDC Bron Kikanshemeza elaborated on the PDM’s purpose, stating that it aims to uplift low-income individuals who are actively seeking to improve their livelihoods.

“This program is not for those misusing funds; it is intended for small business owners who require capital to grow,” he clarified.

He also warned parish chiefs and SACCO leaders against exploiting residents by charging fees to access PDM funds, asserting that those found guilty would face serious repercussions.

As Rukungiri District moves forward with the PDM initiative, the collective efforts of local leaders and community members will be crucial in fostering economic growth and enhancing the livelihoods of its citizens. The establishment of Practical Training Centers is poised to be a key element in achieving these goals, providing valuable skills and knowledge to empower the community.
