The Police in Nsangi have arrested Ntalo Pamella, 46, the director of Pamvil Primary School, for allegedly unlawfully confining two pupils at the school without food or water for days.
The incident occurred after the school broke for holidays on August 9, 2025, and the director demanded that the parents clear a school fees balance of Shs 1,500,000 before releasing the children.
SSP Patrick Ontyango the Kampala Metropolitan Police spokesman told the media that the parents pleaded with the director to release the children, promising to pay the balance before schools reopen, but were refused.
The director allegedly told the parents that they would have to pay an additional Shs 20,000 per day for each day the children stayed at school.
After the parents reported the matter to the Child and Family Protection Unit (CFPU) Nsangi, the officer in charge intervened, but the director refused to release the children.
A case of unlawful confinement was registered, and police officers from Nsangi proceeded to the school, recovered the victims, and apprehended the director as well as two teachers who were hostile and obstructing the officers.
By press time, statements were being recorded as part of the ongoing investigation.
