LC I chairpersons in Rukungiri have been reminded to uphold integrity when serving residents, following growing concerns over the misuse of government stamps and related documentation.
The warning came today during an engagement organized by Nyakibale Development Sacco at Riverside Hotel, where local leaders were brought together to better understand Sacco operations and the importance of responsible documentation in community transactions.
Speaking to the chairpersons, Council Agaba Godfrey Turyatemba of Tuhiire and Company Advocates cautioned leaders against mistreating people or charging community members money in order to obtain stamps. He noted that several cases have been reported from villages where LC I chairpersons allegedly demand payments from residents seeking stamps needed for approvals particularly when residents are preparing to approach banks and access other services.
Council Agaba urged chairpersons to ensure that their signatures on documents related to property ownership are handled with care and based on genuine and essential requirements. He emphasized that transactions should reflect correct processes for land title registration, land purchase agreements, and inheritance-related arrangements, including proof of benefits arising from estates. He stressed that this approach protects residents and supports fair relationships between the community and institutions such as the Sacco.

Kazaire Peterson the Nyakibale Development Sacco manager, said the outreach targeted key areas including Buyanja, Ruhinda, Nyakagyeme, and other parts of the municipality where the Sacco has branches and many clients.
During the meeting, Fortinate Akanyihayo Rukundo, Chairperson of the Board of Governors Nyakibale Development SACCO, explained that the engagement aims to strengthen awareness among local leaders because LC I chairpersons play a key role as document signatories at village level. She added that Nyakibale Development Sacco considers the process sensitive since residents rely on these documents when seeking Sacco services and loans.

Local representatives, including Katerana John LC I Nyabihuku cell Rushasha Nyakagyeme and Miosho Caleb LC I Kafunjo cell, Rwentondo Ward-Eastern Division Rukungiri municipality welcomed the workshop, saying it will help chairpersons avoid mistakes and improve support to residents.
