Joel Gumisiriza, the LC 3 Chairperson for Southern Division Rukungiri Municipality, has called the Rukungiri Municipal Council to explain its role in implementing and commissioning government projects within sub-county/divisions especially where division leadership is not informed.
Speaking to our news reporter, Gumisiriza made the call after the council commissioned the mortuary at Rwakabengo Health Centre iii in the Southern Division of Rukungiri Municipality without notifying the relevant LC 3 chairperson for that division. He said that despite being the constitutionally mandated leader for projects undertaken within the area, he was left out of the process.
Gumisiriza explained that earlier in the day, he was in office writing a letter to the municipal council following a first incident in which the council launched road renovations within the same division without involving stakeholders. While still drafting the letter, he received information that the council had gone ahead with the commissioning of the mortuary.
Joel added that the Constitution clearly indicates that the LC 3 Chairperson is responsible for projects implemented within the sub-county area, including ensuring coordination, oversight, and accountability. He asked why the municipal council was launching and commissioning projects without involving division leadership, arguing that when projects are executed poorly, communities often blame the LC 3 chairperson.

He further stated that such actions may be linked to corruption, noting that the council authorities know that whenever he is invited, issues of accountability and value for money will be discussed.
Joel also said that if he is expected to monitor projects, then he must be informed early to enable effective monitoring adding that it becomes difficult to supervise what he has no knowledge about. He lamented that municipal council officials appear to treat LC 3 chairpersons as if they have no role in project implementation.

In conclusion, Joel Gumisiriza being the first to secure NRM position for LC 3 Southern, said he will not tolerate any forms of corruption within his division and urged the municipal council to respect the constitutional mandate of LC 3 leadership.
